The best way to travel in Montenegro by an automobile is to rent a car at a registered car rental company. The prices to rent a car are affordable and car rental services like "In Montenegro" have international standards with a reliable insurance.
The main roads in Montenegro are in perfect conditions and do have two lanes. The roads are curvyin the mountains, so make shure you rent a car from an company who takes care on all technical issues.

Road traffic was formerly diverted to alternative road over Trojica hill above Kotor. It is still possible to travel via this this very curvy mountain road, so you might travel from Budva to Kotor a bit longer. From this hill you can enjoy beautiful views not only of the tiny countryside villages.
The Vrmac tunnel (the current price is around €2.50 toll) has recently been completed, which significantly shortens the journey from Budva to Kotor.

Tourist, who come to Montenegro by car, are obligated to pay short term insurance for their vehicles at the border crossing. Exceptions include foreign drivers from countries with which Montenegro has a special agreement.
The International Motor Insurance Car (“Green card”) is valid for foreign drivers from the following countries:
